Is there a way to reset the settings on my device without deleting all my app data?

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.

IF you have forgotten your AppleID email, password or passcode, then no.

You will need to use of a full Mac or Windows PC and a recent version of the iTunes application to completely reset your iPad.

If you forgot your Apple ID - Apple Support

If you forgot your Apple ID password - Apple Support

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If your data was this important to you, then you should have backing up this data regularly/semi-regularly to either Apple's iCloud or by connecting your iPad to a computer running the latest iTunes and/or some other offsite, “cloud” data storage/backup services, like Google Drive/Photos, DropBox, BOX, Amazon Cloud Drive, Flickr ( for photos/images ), etc., long before anything could go wrong with your iPad.

Anything can happen with any type of computer or computing device.

It is not a matter of IF something can happen to a computer/computing device, but WHEN!

If you never made ANY backups of your iPad ALL of this time, then I am afraid your important data on this iPad will be gone forever when you have to erase and restore this iPad to factory settings, now.
