How can I get to Markup to add text to my photos in Photos?

I followed the instructions to add text using markup tools, but when I click the Edit button there is no ... or more or extentions. Do I have to add markup app? How?

iMac 21.5″, macOS 10.15

So, no Extensions button?

  1. In the Photos app  on your Mac, double-click a photo, then click Edit in the toolbar.
  2. Click the Extensions button , then choose Markup.
  3. Use the tools that appear in the toolbar to mark up the photo.
