What exactly do you see on the list when you go to system preferences/keyboard/input sources/plus sign/Vietnamese??
Have you done this (open system preferences, keyboard , keyboard layout then searched for it in ALPHABETICAL Order?)
I chose vietnamese language and just see the vietnamese keyboard with the flag
