I copied 156 RAW photos from my Canon's SD card to a drive on iCloud through a Windows 10 PC. However, my iPad only sees 4 of the files and my MacBook Air sees only 31of them yet the Windows 10 PC can see all 156. What am I doing wrong?

What macOS on the MacBook?
What Canon camera?

The iPad is running iOS 13.5.1
MacBook is Catalina 10.15.6
The camera is a Canon 90D. I'm shooting the photos in RAW format (.CR3)
