My niece is on my family plan. She keeps receiving texts intended for myself. How do I fix this? She is only 9 and it says I can’t remove her?

You are sharing the same Apple ID that you are using with your niece. Sign her iPhone out of the Apple ID and establish her own Apple ID for her use. This will stop sharing of the texts (among other items) immediately.

Messages are not shared through Family Sharing. You need to sign out of your Apple ID on her device in Settings > Messages > Send & Receive > Apple ID > Sign Out.
