You don't download the message from iCloud. You will enable messages in iCloud - Keep all your messages in iCloud - Apple Support which will allow you have access to the messages across all devices.

Yes I read the link, and it still doesn’t help. I have a PC (Dell) and I have Windows 10. I installed iCloud for Windows. When I sign into my Apple ID I see my backups in my storage but I cannot access it. I’m trying to download my messages after having to reset my phone. Everything has restored except for my messages. Why is that?
