Want to download data from i phone

4s and I phone X from I cloud to my new hand set

iPhone 4s, iOS 9

Backups can't be combined. One will overwrite the other when restored.

You would have to restore backup #1 and then copy that data to a neutral location, restore backup #2 and copy the backup #1 data manually back to the device.
