iCloud -wrong location alarm

… 3000 mile wrong iCloud login location and note that someone was attempting to log into my account from another (very distant) location. Received alarms on my other Apple devices.  In troubleshooting, determined this only occurs over ATT carrier login on Mac or iPhone, either mine or someone else's.  After case was closed, tested over T-mobile carrier & someone else’s iPhone. Listed location and map were correct. I no longer have access to senior New Jersey ATT support, but would like to see Apple pursue this.  It would appear they are tagging all of these login requests with their New Jersey location.

Yes. Hence the case number. Support folks were not anxious to pursue the issue and also stated that the locations are general in nature, presumably due to location the iCloud login request enters the network. In my case the map and alarm reflected a 3000 mile error. After the ticket was closed, and out of personal curiosity I tried the same iCloud login with a friend's iPhone on T-Mobile carrier; the location was perfect and there were no alarms.

Thanks. I changed password the first time this happened, but since the errors only occur within milliseconds of my attempt to access iCloud, and has never happened any other time, it would seem clear this is not from a third party, but from my carrier... ATT. I could try over a third carrier, but since it works properly over T-Mobile it would seem to point to the carrier.
