Can l call a friend’s I phone before they contract with a carrier?

If we're understanding you right, you would like to know if it's possible to call an iPhone that doesn't have cellular service yet. We're happy to give you some information on this.
Their iPhone would need cellular service in order for it to make or receive regular phone calls. However, if your friend is signed into FaceTime with their Apple ID on their iPhone you may be able to make an audio call to them that way: Use FaceTime with your iPhone, iPad, or iPod touch. You may also be able to find third-party apps in the App Store that allow you to make and receive calls via Wi-Fi.
