What is the reason for this response from Safari? Safari Can’t Open the Page Safari can’t open the page because Safari can’t establish a secure connection to the server

Unless you are running macOS 10.13+ Safari hasn't been updated in years so some websites may not load anymore. In this case you will need to either upgrade macOS on your computer if your computer is compatible with more recent versions of macOS or you will need to use a third party web browser such as Firefox, Chrome, or Vivaldi.
FYI, Firefox has just announced they are no longer supporting macOS 10.11 or earlier so it is only a matter of time before Firefox won't load websites when used with older versions of macOS.
