Songs cloud status "waiting" for months

I subscribed to Apple Music and have a music library of over 4,000 songs. For several months, over 2,200 songs have had the cloud status of "waiting" and cannot be played. How can I fix this? I've tried updating the cloud library and turning it on and off. I am so very frustrated that I cannot play half of my music and am fearful I will never be able to play them again. Help?!
