Does the new iPad Pro (4th generation) support external drive that don’t have their own power source? I have been told that there may not be enough power in the iPad Pro to power external Hard drives that are not powered.

You can use memory sticks without power, but once you get into using actual storage media, like SSD drives, you'll need buy a powered hub.

I have external drives that are 1 TB and 4 TB but they don’t have their own power. Can I use them with the fourth generation iPad Pro?
If you power them externally, yes.
Sorry to sound stupid, but I am switching over to all Apple products and have some questions. What is my external drive does not have power? How do I get that information onto my iPad?
If you buy a powered hub, yes. By themselves, no. You'd also have to ensure they are formatted to a format acceptable to be used on iPad.
