Deleting iPhone app in iOS 13.6

This is not true in iOS 13.6. The menu for delete doesn't appear for ANY app and the former method of x in the corner is missing also. How can this be accomplished?

I had mistakenly selected... No notifications on install and need to remove the app and reinstall it so I can notifications will appear properly.
