Messages Didn't Restore From iCloud Backup

I backed up my iPhone 7 Plus to iCloud and made a full reset and my old messages didn't restored. Also when I open Messages app, at the bottom a bar shows up and says "Messages Downloading From iCloud" but it disappears few seconds later and my old messages still doesn't get restored

Try leaving the device plugged in and connected to WiFi.

Here’s what I tried:

1) Logging out from iCloud, waited around 2 minutes and logging in

2) Tried to disable messages on iCloud, waiting them to download

3) Force restarting my iPhone few times

4) Connecting to VPN

Nothing of these above worked. I plug my iPhone, connect to the WiFi and when I open messages app the download bar looks like it’s stuck
