If I have an Iphone and buy an apple watch, does the apple watch have to be added to my Iphone plan

If the Apple watch is the cellular version and you wish to use the watch without the iPhone present then yes you need to add to your carrier.
If you don't wish to use the cellular functions of the watch or just getting the GPS model, then no you don't need to add.
