Well, you did not tell us the symptoms at each step.
So I will take one guess, and then leave the solution to you.
Perhaps the iPhone is Activation Locked, which would require the original owner’s intervention.
Turn off Activation Lock - Apple Support

I contacted Apple support. Since I bought it from Best Buy online, Apple support personnel asked me to contact Best Buy. Wen I contact Best Buy , they said we cannot get it fixed. So, I am worried whether i lose my phone.
The iPhone 7 was released by Apple in 2016 and discontinued in 2019.
Are you the original owner? Did you buy this as a new device in a factory sealed box from Best Buy? Did you buy this a long time ago?

I bought second hand mobile(Refurbished) online from best buy. I am not the original owner. I bought it on June 8, 2020. I didn't use it. When I use now, it did not work
