restore and update not working

I know this is a common question, but nothing has worked.

I was charging my Iphone SE 2020 and took it off the charger while fully charged. The phone completely stopped working and then the Apple logo would turn on and off for over 10 mins.

Since then I read everything and did forced shut down multiple times and plugged into computer with latest Itunes version and Itunes gives me an error of 4013 that it will not update or restore. I read up on this, but nothing I've tried has worked. The only solution is bringing the phone in, but the next appt. is a week from now. Thanks COVID. Can anyone help?

so you tried a different cable, different USB port maybe.. a different computer?

When you say you did a force shutdown.. do you really mean a force restart?
