iPhone refuses to update and restore

I just (Less than a month old) purchased a brand new iPhone 11 Pro Max and a week after I got it it started to reboot with a mind of its own. The problem got so bad a couple days back that it would not even turn back on and the phone just continuously showed the Apple logo without fully booting. I read some things online and tried to hard restart it with no luck. I then put it into recovery mode and planned on hooking it up to my computer. The computer downloaded 13.1 iOS and it started the process of loading to the phone but eventually it stopped and gave me an error code of 4013. I have tried this same process on 2 separate computers, 1 Mac and 1 Windows and revived the same message. I tried different cords, restarting all computers and had no luck. All of the Apple stores are closed indefinitely and so is my cell carrier so I can’t go there, it looks like I’m on my own with no back up from a store. I tried calling the tech support line but it always cut out once I finally connected to someone unexpectedly. Any and all help is greatly appreciated.
