So I deleted apps and photos and my storage is Full. What can I do

I'm going to assume that your 'other' storage is > 10 GB. There are lots of recent reports of this.. here is what I've been posting for those with this issue

Note that when you delete photos/videos they go to a 'Recently Deleted' album where they may be classified as 'other'. Try deleting them from there and see if 'other' storage drops.
You an also check the Files app and see if there is anything in the Recently Deleted area.
If you haven't updated to the latest iOS (currently 13.6), it wouldn't be a bad idea to do so if you have the storage space available to do an update (you probably won't be able to do this.. If you need more space for an update - Apple Support ).
Update your iPhone, iPad, or iPod touch - Apple Support
If all the Recently Deleted areas are empty, try a force restart
Force restart iPhone - Apple Support
If you continue to have issues:
You can use the Contact Support link in the upper right of your screen so that Apple can troubleshoot 'Other' storage issues on your device.

You have not answered any questions that I've asked regarding what is taking up all your space..
Even if you get your storage down to 63.1 GB, that's too full. The storage fluctuates based on system needs. Rough rule of thumb is that you should have ~10% free
You will need to delete more stuff.
ahh, there ya go.. How much space does your 'Other' storage take up? This is the kind of question you should be asking... what is 'other' storage, it's taking up xx GB on my phone.
You can see how much space it's taking up by scrolling all the way to the bottom of Settings > General > iPhone Storage
I did this and I would have extra storage then all of a sudden it’s full again
when it's full, does the bar graph show that your phone is full? if so, is there a category that doesn't look right?
I have 64 gb and I delete photos apps and I get to about 63.1 gb and then in about ten minute it’s full again
