Messages is not an option in icloud to turn on for icloud saving
Need to save messages to icloud, but it's not giving me the option to
iPhone 8, iOS 11

Do you have iCloud Keychain enabled and working? Do you have 2 factor authentication enabled with your AppleID? Both of these are necessary to use messages in iCloud -> Keep all your messages in iCloud - Apple Support
