iCal ALL DAY events as 'free' rather than 'busy'

This was previously asked, but so far no response. I was able to change the setting on my phone, but I usually set up meetings on my laptop. How do I a) change the default setting so that ALL DAY events are 'busy' and b) see the show as free vs busy that appears on my phone but not on my laptop?
