iphone 7 a1660 activation issue

I have an iphone 7 a1660 that won't activate. I spend a lot of time calling apple support and also with chat with Apple, after some back and forth trying different things Apple decided that I quelify for a "frre repair" due to a factory issue https://support.apple.com/iphone-7-no-service.

I sent the device to Apple and now they are saying that I have a scratch in the screen (I did not note this, so it may be very small one) and I need to fix it with them for the price of 316+tax, otherwise they won't fix the connectivity issue, this is unbelievable, I called them and they said it is what it is, they fix everything or nothing...

Due to the work required to fix the no service problem they are going to have to remove the screen which will undoubtedly exacerbate the scratch problem (which may actually be a fine crack). That has always been Apple's policy for any repair, the fix for no service is covered but the damaged screen is not. So either pay for the screen replacement or have them send the phone back with no repair and go another route. It is not a shady practice at all and Apple is not the only one who has such policies.
