if my new iphone has been saying activing my phone for 2 hours is it still activating it or has the activation failed. I am activating my new iphone11 from my iphone7

That does not sound possible. If you mean you’re moving to an iPhone 11 from an iPhone 7, then:
Force restart the iPhone 11 as follows:
- Press and quickly release the volume up button
- Press and quickly release the volume down button
- Press and hold the side button until the Apple logo appears
