Your phone is carrier locked. You will need to contact them to get your phone unlocked if you want to use a different carrier.
Can you try Activating the iPhone from a WiFi connection instead of the hotspot that you are using?
Also, if the above does not work then keep the contact information of the person/store that you bought the iPhone from, close by. You will need it.

ONLY the carrier it is locked to can unlock it. You will have to work with them.
If it is a Network / Carrier / SIM issue --> If you see 'invalid SIM' or 'no SIM' on your iPhone or iPad ...
i do this step but don't solve my problem😭😭
