I just got a new ipad. I am trying to set up a icloud account. It wants
my phone number to verify my identity. I do not want to give it out. Is
there a way around it or do i just return the ipad?

A telephone number is required to create an AppleID and iCloud account. If you're unwilling to give yours out, then you will not be able to make any online service accounts with Apple.
When I create Icloud accounts and it asks for a phone number how many devices can be attached to a phone number? I am not talking about accounts crated on that phone but phone numbers?.
Aslo it may be the same number but how many devices can you have attached to a 2 factor authentication?
Soee my problem is I have 20 i devices but only 1 phone.
