Since upgrading to macOSCatalina screen capture no longer functions on Toast Titanium version 18.3.1 on my iMac (Retina 5K, 27-inch, 2019)iMac (Retina 5K, 27-inch, 2019). Is there a way to resolve this?

Do you mean the separate Live Screen Capture app it comes with? Working just fine here.
You do need to give it permission in the System Preferences > Privacy pane.

Check with the maker of Toast for updated version. I just looked -Toast is made by Roxio and there is a new version.
Permission in the systems preferences fixed it. Thanks.
