why is my locked notes a csv file on my mac

So I used to share an iCloud account with my family. And I had my notes on that account and some of those notes were locked. Once I got my own iCloud account, my father accidentally reseted his phone which was the primary phone on the account and my notes were lost. But then my dad was able to some data from his phone including my notes however, when I downloaded them on to my Mac my locked notes weren't a folder like the rest were it was CSV file and I can't see what I wrote in my locked notes. How do I fix this?
