AirPod Pro not connecting to phone

Opening case, I click connect on my phone and am then my iPhone says “hold button” and I hold it for over 15 seconds letting the little light blink amber multiple times, they still do not connect to my phone. (iPhone 11, just updated, Bluetooth on, restarted). These are a pair of recently purchased AirPods that have never been used with my phone before.
