Before you attempt ANYTHING!
Read everything here in my post reply concerning your nearly 8-year old, 2012 iPad 4th generation.
Your iPad is too old and will be completely obsolete by the end of 2020!
There are virtually no more older, compatible, third party apps available for your over 8-year old iPad, now!

As you will discover, if the iPad has been activated and associated with an AppleID account that you do not control, you will need to secure the cooperation of the account owner to whom the device is locked. If you cannot secure their cooperation (which, in the circumstances you describe isn’t possible) you’ll not be able to technically defeat or bypass this security measure.
Attempting to use a different AppleID account isn’t going to help - in fact, it makes the problem worse. Abandon this approach now. The key to this problem is recovering access to the original AppleID account that was used to previously activate the iPad.
Close family members often have sufficient knowledge (and access to potential recovery paths) to enable recovery of the AppleID credentials. The following is written from the perspective of the owner - but you’ll get the idea...

Niel, here is the whole story about the iPAD model 1458 white. My brother owns the iPAD. He entrusted it to me, in hopes of getting it going, again. He had a stroke recently, that left him with NO memory ( password and user name included ) and, he is 80% blind to boot. What we need to do is reset his iPAD to factory settings and be able to start all over again. Everywhere I go on the help screens, it asks for an original username and/or password, ( which are not available. I have even tried to use a new account name, complete with a new password, to no avail. It seems that the iPAD can somehow be reset. Of course, the old files will be lost. ( but there were none, anyway, to be recovered or saved, so that is not a problem ) Do you have a workaround?

No can do, for two reasons. He used to live in Georgia, where he purchased the iPAD ( and he certainly cannot retrieve any receipts for anything, before his stroke and subsequent move back to Ohio. ) AND the Apple Store in the Franklin Park mall, Toledo, Ohio, whose employee said that he could take care of this, has closed, indefinitely, due to the corona virus. And, above all else, my wife dropped it on the driveway and broke the glass, which we had replaced, un-beknownst to my brother, to the tune of $145.00. HELP !
Ok on the ser #, and Apple Support, live by phone did not have any answers either, so the serial number thingy is moot. It , sadly, will probably be discarded at this point. I was able to reset his PC Windows 10 to factory settings, why not an iPAD ?
Yep, just don't ever have a debilitating stroke and forget things from the past. You would think that Apple could find when and where the iPAD was purchased, given that I have it in my hands and know the serial number and can provide that number to them. In the trash it goes.
But you could have stollen it and are lying to get access to it. Hence why Apple doesn't help unless you can provide certain info
No need to trash it, they offer free recycling. No need to waste it....

Go to a physical Apple Store with its original purchase receipt and see what they say.

I don't think there is any other way to resolve the issue other than what has been suggested,
Also don't post the serial number as that's unique to the device and shouldnt be on the community
Because Apple and Microsoft do things differently. Can't really compare.
