My series 3 watch hasn’t received any updates since 6.1.1. Any ideas?

What iOS version might your paired iPhone be using?
The link says the update can only be done manually via a Mac, which I don’t have.
How? As with my watch, this is the newest iOS that has been sent to me. Is there a way to get 13.6 manually?

I appreciate your help, but all of these pages assume that I’ve received the update and can’t install it. My problem is that I haven’t been sent the update links for either my watch, where I’m like 7 updates behind, or my phone, which is also missing several. I do see here that my VPN could be an issue, so I’ve turned it off, and we’ll see if that helps.
Yes, VPN is likely an issue if you use it. If you have a good reason for VPN, such as an employer requirement, then that’s fine. If you’re just using a VPN without such a reason, I suggest you end that practice. Use a WPA-2 secured connection and give it a strong password.
The VPN was apparently the problem. I turned it off last night, and this morning both the watch and phone updates magically appeared. I don’t have a particular reason to use the VPN, other than I’ve read several times that it’s a good security measure. I guess I’ll rethink it.
Folks selling VPN will say it’s a good security measure. And indeed it is and should be used by businesses needing extra security.
For personal use, avoid VPN, pay careful attention to your environment when doing what should be secure transactions, use a strong password, etc.
