Apple Pay: Apple ID Verification Required?

Im trying to get into my Apple Pay to take out money but I’m asked for Apple ID Verification Code. I enter my password... and nothing happens. I’ve restarted my phone..and still nothing.

iPhone 11 Pro, iOS 13

it is a 2 factor authentication Get a verification code and sign in with two-factor authentication
