Why does my iPhone say it is being signed in in Wisconsin when I live in New Mexico

Every time I sign into Apple with my iPad, I get a warning that an iPad in Chicago is trying to access my account. But it is me in Minnesota. When I use my Apple ID, I get a warning that my iPad is accessing a device in Chicago. What is going on here.
