Home Theater Control is grayed out and not accessible

last night and since I’ve had Apple TV 4K I cannot control my Pioneer VSX-933 stereo receiver. Has worked for months to control volume and turn receiver on/off.

today it does not work

model A1842(32 GB)

tvOS 13.4.8 updated as of this post

reset Apple TV , receiver and tv

• HDMI-CEC on all devices

powered off and on multiple times

cables verified good

Control TV and Receiver is set to “off” and cannot be changed
