The owner sold it to me with out Apple ID and I can't reach them?

Unless you can have her remove the phone from her account, the phone is worthless. Apple won't unlock it? If possible, return it for a refund.

Sounds to me like that seller sold you a stolen device that they have no way of unlocking and never did. If they won’t respond, and if the web site doesn’t support refunds, you’re simply out of luck.
