How do I reorder reminders on mac without nesting?

In the mac app, how can I reorder reminders in a list without causing the reminder I'm dragging to nest under another reminder? I can't figure out how to prevent it from automatically nesting (except for dragging to top of list).

MacBook Pro 13″, macOS 10.15

Don't let go when the insertion bar is nested.

If it indents, you have move the cursor to the left and up/down to make it shift back out.
