I can't get my iPhone to work as a hotspot. The PC say's Can't connect to this network. What's wrong?

Among other possible issues, hotspot requires your cellular carrier's approval.

I called Verizon and they confirmed I have hotspot on my cellular plan. I tried the Apple Support information and still nothing.
