I am confused about pixel size. Trying to upload an iPhone XR photo to the Costco print service noted the photo was too small megapixel size to print 16 X 20 campus photo. After much research it appears the on photo is 3 MP in size. Camera specs says camera is 12 MP wide. Is it a requirement to upload to cloud to get full 12 MP vs 3 MP on phone?

Testing new photo yields approximately 12 MPs I have an iPhone XR which only has digital zoom? Maybe I was in zoom vs crop - think it is similar? Is there a formula 1.5X yields 8 MPs, 2X yields 5 MPs?

Yes, a 16 X 12 photo is quite large, and will indeed require at least a 12 Megapixel file.
Was the photo taken with the back facing camera?
Was the photo cropped to remove content?
Can you check the file properties prior to uploading? A 12 Megapixel file would be approximately 3000 X 4000 pixels.
