Recently my usb mouse has been moving diagonally when I move it left and right. At first I thought it was my mouse but when I used it on my brother's windows computer, it worked fine. I'm using Mojave and I don't know how to fix it.

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
Also log into another admin user account, Set up users, guests, and groups on Mac, and see if the problem persists. (This tells us if the problem is limited to your user account or is system wide).

I tried both methods but the problem still isn't resolved. Is there anything else I can do?
Have you access to another USB mouse you can use with your Mac to see if it does the same thing?
Yes, I used another mouse and had the same issue.
I tried both methods, the issue still persists.
Have you tried a different mouse pad? A different USB port? A wireless mouse?
How old is the mouse. Mice die. Mine did and I held a nice Irish wake for it and then bought a new Apple wireless mouse. The new one is mouse I've ever had.
