with cable do i need to see Netflix on my televisionscreen when i have no WiFi?

You will need the Lightning to HDMI cable. For example this adapter ➔ Lightning to HDMI . You can get one from Apple as well. See image below-

You will also need a HDMI cable to connect from the HDMI port on the adapter to your Television.
