How do you unlock an iPhone 4 without a passcode (disabled) and not added to the Apple ID account?

How do you unlock an iPhone 4 WITHOUT a passcode (disabled/forgot the passcode) and NOT added or backed up to the Apple ID account?

Why? Because this old iPhone 4 will be recycled or used as a dash camera.
