This may be a bug with the version of iPadOS 13 you are running. I would suggest you perform a software update to iOS 13.6 (currently the latest version). To do this, open Settings > General > Software Update and download and install any available updates on a WiFi connection.
If updating didn't resolve the issue, or you are already on iOS 13.6, you may need to perform a restore. First, back up the contents on your iPad. Open Settings > tap Your Name > iCloud > iCloud Backup and tap to backup. Afterwards, go back to General, scroll to Reset and choose 'Erase All Content & Settings'. Your iPad will restart and return to the white 'Hello' screen.
Follow the prompts to set your iPad up. On the screen that asks you how you want to set your iPad up, choose the 'Restore from an iCloud backup' option and sign in with your Apple ID.
