I recently got a message that y iCloud account is being accessed and I noticed that some deleted pictures are showing back into my camera roll. is my phone being hacked ?

Your iPhone can not be hacked. Your Apple account might have been however. I would change your Apple ID password as soon as possible.
You might want to consider changing your password and making sure it is a strong one. You can also add 2 Factor Authentication to your account for more security. If the attempts continue, you might want to consider a name change.
