Let's have a look at Settings > Privacy > Motion & Fitness Tracking. Make sure that setting is toggled on. If it is, and you are still experiencing issues, please reach out to Apple Support.

Thanks for that info and for choosing the Apple Support Communities. If we understand correctly, you are unable to use your Health app for counting steps and floor climbing. We can understand why you'd want to get this resolved.
To start, let's make sure your Health app is set up properly. Please follow these steps: Use the Health app on your iPhone, or iPod touch
Also, make sure your iPhone is up to date, as the updates contain stability fixes that can resolve issues like yours, as well as important security updates to keep your iPhone safe.
Update the iOS software on your iPhone, iPad, or iPod touch

Dear my health app open normally even showing my medical ID but only problem is that my daily running/Climbing floor status not working or app is not counting my daily running when ever I check found no data
I don’t have Apple Watch.
Thanks dear your kind feedback I already set my health ID I am using latest iOS 13.6 ..but still not able to use it

Can you tell us a bit more both what happens when you try to use the Health app? Also, are you using any health devices such as an Apple Watch?
