When people Facetime me a stranger answers; Password changed and had this number for 17+ years

When my cousin Facetimes me, a stranger answers. It's some random dude.

It's been happening for months. I've changed my password (multiple times). I've had this number since 2002, so no one else has it/ it shouldn't be associated with another phone. I've kept all of my iPads and iPhones over the years (hoarder status).

What is going on?!

iPhone 11, iOS 13
