Disabled iTunes account

according to If you see a message that says 'Your account has been disabled in the App Store and iTunes, you should contact Apple Support for help.

I have tried that - and I get this message:

We’re sorry, there are no solutions available at the moment. Please try again later.

Then I recommend you to contact to them via phone call(call to 1-800-275-2273) directly.
