Cant Message People
People can message me, read my texts, see that I'm typing but then I try to respond it says not delivered. My WIFI is fine and. this is a. brand new phone and im so confused why this isn't working.

Testing with using only WiFi and only Cellular might tell you if it’s a cellular issue or if iMessage isn’t working right. I’d make sure you’re signed in with your Apple ID in Messages Settings > Send and Receive and that the options there are correct.

It could take up to 24 hours for iMessage to activate on a new phone.
If it works with iMessage (blue bubble), but NOT with text message (green bubble), then try accessing a web site with WiFi off, if you can’t then I’d contact your cellular provider.
