iPhone Storage Full- Other data taking up space

I have the iPhone X Max. I used to be able to have lots of pictures and apps. Now I barely have any apps besides the essentials like phone and messages. I deleted almost all my texts. I deleted mail off my phone. I have erased almost all my pictures, I only have about 400 now. But it still says my Other data is still taking up so much space but if I delete anything else I'll basically have an empty phone at that point. I don't know what to do right now and this is very irritating because I can't take any pictures or do anything without my phone say Full Storage.
