Connected via cable to itunes on PC. Tried on 2 computers and using both wifi and a mobile hotspot in case connection was good. Tried multiple times.
Always gets stuck on the same point.
itunes is updated to the latest.

I tried all the options below. Restored the default host file and removed the antivirus software but still gets stuck at the same point.
