IPhone 7 app opens options box not content

When I open several app’s on my IPhone 7, I often get a box that lists several options like edit screen or delete app. I have to close the app and then open it again (sometimes several times) to get the content to display. Happens in Messenger/ texts and others...How can I turn this annoying feature off? Running IOS 13.6.

How to disable pop-up blocking in app? Today I wasn't able to start one app on my phone, I was stuck on loading screen. After some investigation seems that the problem is that app's terms of use were updated and on my phone I don't get pop-up asking me to accept it(I tested it on my old iPhone and everything is fine there).
