How to remove apple ID without Password and factory reset phone

Hi Everyone!

I have an iPhone that I purchased and allowed a family member to use on my Verizon account while they got their life together. Unfortunately, they didnt get their life together and things went south. We arent on speaking terms but the individual did return the phone to me. Now I can't remove this persons apple ID and when I try to reset the password to remove it, it says the user ID doesnt exist. I am going circles with this one.

Additionally the person tried to factory reset it but didn't do it right so its all messed up.

I know this isn't suppose to be easy, because not anyone should be able to remove someone's apple ID especially if a phone is lost or stolen but this phone is mine, I can prove it from the purchase records through Verizon.

What steps do I need to take to make this phone usable again? Do I take it to Verizon? I don't have an apple store near me.

If you can't recover the password, if you are the original owner, contact Apple. Apple can remove the Activation Lock if provided the required paperwork.

Contact Apple ID Support. They will need to see the original purchase receipt with the serial number, and a photo ID.
